TRAINING COURSE FOR PUBLIC OFFICIALS OF ESTONIA
The Future of the European Union: THE ACCESSION OF ESTONIA Training Course for Public Officials of the Republic of Estonia

The Directorate General of the European Countries of the Ministry of Foreign Affairs, was affixed to the Ministerial Decree n. 060/258 relating to the granting of assistance as provided by law n.212/92 for the construction of a training course for 20 officials of the Republic of Latvia. The Estonian School of Diplomacy and the State Chancellor of the Office of European Integration partnered during the 6 months of training. The training course was subdivided into a General Section and a Specialized Section for a total of 105 hours of training. The General Section took place in Tallinn from the 22-26 of September, 2003 and deepened the understanding of the institutional and legal environment, analyzed the new role of institutions in the expansion process. It also examined issues relating to harmonization of legislation and the participation of Estonia as a Member State, and the Union’s decision-making framework. The Specialized Session took place in Rome from the 12-15 of October, 2003- it analyzed the aspects of the new policy of economic and social cohesion with particular reference to the action programs and the financial instruments for acceding countries, the EU’s external relations and issues related to the acquis communautaire in the areas of Justice, Security and Social Affairs.
